After consultation with the community Planning Staff brought forward on January 30 2023 proposed changes to the SCAP matrix. In addition to these proposed changes to the matrix Staff proposed to batch the first grouping of 2023 merit-based allocation
capacity requests and bring those forward to Council in March 2023 or thereabouts pending the
timing of outstanding planning approvals. If there is any remaining uncommitted hydraulic
reserve capacity dedicated to major development available in 2023 after that first batch is
considered, then Council may move forward with a second round, likely in the early fall of 2023.
However, Staff anticipate that the demand for allocation capacity for 2023 will exceed the
annual servicing capacity supply cap of approximately 450 SDUs net the allocation set aside for
minor development (i.e. an estimated 370 SDU for major development and 80 SDU for minor
development for 2023).
