The County of Simcoe is undertaking a Municipal Comprehensive Review (MCR) of their Official
Plan. A Municipal Comprehensive Review is a specific planning process used to bring the
Simcoe County Official Plan (SCOP) into conformity with the Province’s Growth Plan for the
Greater Golden Horseshoe – 2020 Office Consolidation (Growth Plan). The MCR establishes
the overall pattern of development and environmental management in the County and sets the
stage for more detailed planning at the local municipal level. The MCR will apply to the 16 local
municipalities in the County and excludes the separated cities of Barrie and Orillia.

The County began the MCR in 2018, paused in 2019 at the request of the Province while the
Growth Plan was being updated, and re-initiated the MCR process in 2020 after the release of
Amendment No. 1 to Growth Plan 2019 and an updated Land Needs Assessment Methodology.
The MCR must be completed by July 1, 2022.
